This document, entitled Justification for U.S. Military Intervention in Cuba was provided by the Joint Chiefs of Staff to the Secretary of Defense Robert McNamara on March 13, 1962 and consisted of: hijacking American airliners, attacking U.S. military bases, blowing up U.S. military ships, and shooting and terrorizing innocent Americans, all to be blamed on Cuba as a pretext for a U.S. invasion. This plan was rejected by John F. Kennedy.
